That looks like pad material buildup. take a powered wire brush to them.

I made a strong attempt to remove them, hoping it was buildup. Mixed results. Some appeared to be buildup, some appeared to be damage to the surface. Tis but a civic, so parts are cheap. The pads are about 50% through wear, and the discs are... ok not ready timewise for replacement, but I’m just going to replace it all for piece of mind.
